Providing professional staff with extensive experience in policy research and analysis of the Agency’s Nationwide Recipients’ Benefits Program(s) in
order to develop and recommend to the Government formalized documents for incorporation in a Request for Contract (RFC) Package
for a follow-on solicitation. Documents included a comprehensive statement of work, Instructions to Offerors, and Independent Government Cost Estimate.
Specifically, Panum’s staff reviewed the current Medicaid Study to determine necessary changes to the exiting requirement, discuss study goals, objectives
and constraints, write the draft RFC package and provide advice to the technical review panel upon receipt of proposals.

Panum is providing subject matter experts qualified to formulate policies and assist the Federal agency with the development of regulations, in order to
further the implementation of the 2008 Farm Bill for their respective Program area. Specifically, Panum is:
• Reviewing State and Regional plans, policies and operations documentation to ensure compliance with Federal regulations, and identifying inconsistencies with Federal regulations,
• Drafting proposed and final rules governing major system changes and systemic errors from the 2008 Farm Bill,
• Providing expert guidance to the Agency on States’ existing and planned State operations,
• Developing and recommending draft regulations, training materials and internal procedures,
• Coordinating comments between the Headquarters and Regional offices, and
• Serving as the primary liaison with the Program officials responsible for subsequent studies related to State Modernization

Maryland Department of Business and Economic Development (DBED) took a major step in expanding its own service and the capacity of the Small Business
Development Centers (SBDC) network by establishing the SACF Program, which enhances and expands the level and scope of services. SACF provides third party,
for profit, private-sector consulting services in specialized disciplines to Maryland small, minority and micro-enterprise businesses, whereby short term,
specialized consulting services personnel can be retained to work with qualified DBED and SBDC clients who meet SACF guidelines.
Panum was selected as an Expert Consultant for the SACF program to provide the following business support and consulting services:
